Place HERI Africa within government and manage a research fund equal to 2% of the education budget

Expand HERI Africa to at least five more countries in Africa

Building on this foundation, we will expand to other countries, sharing lessons and connecting researchers, policymakers, and communities to deliver solutions that help learners thrive across the continent.
